SMART Management & Reporting for the US Army: Accurately developed with Ultimap®
BHE and its strategic partner implemented an automated Environmental Information
Management System, entitled the Sustainable Management and Reporting Tool (SMART),
for the Environmental Division of a major US Army installation.
This system is a fully integrated, access-controlled information collection, storage,
and sharing system with data QC functions and report generation. It contains customized
environmental program portals that included numerous information application packages
such as Property Manager, Collaborative Tools, Environmental Manager, and BHE's
Ultimap®, a web-based GIS mapping tool. SMART achieves integration of information
and functions; inclusion of legacy data; automated data collection, quality control,
and reporting; and on-demand and automatic analysis of data. SMART includes powerful
collaboration tools, high system security with varying access privileges, ready
access to information when needed by multiple managers or when personnel are unavailable,
and robust query functions.
The SMART system will provide software applications for project and environmental
management, as well as for scientific and engineering data management systems. These include
Environmental Program Management, Automatic Report Generation, Data Management,
Property Management, Automated Data Collection via a Survey Manager, and program
specific Interactive Mapping Tools. In support of SMART, BHE developed and
delivered numerous training sessions to the Army installation's user community.
Training to date has been designed to develop competent Environmental Program and
Environmental Division Executive Management users on the SMART system, and provide
specialized Managerial Training for the Clean Air Program Manager in utilizing SMART
to perform automated annual air emissions reporting, data acquisition, and data QC.
Future training is being scheduled at this time to provide additional compliance
program training, more specialized portal construction techniques, and utilizing
SMART to perform automated annual EPCRA Tier II and TRI reporting, data acquisition,
and data QC.
